No, then it would not be needed, VAT is for private import. I guess it would be the same if you bought something from US or whatever.

No, they're just the only to be arsed to provide this service. In theory, I could get the VAT reimbursed by applying to whatever country's VAT office, but it's quite a hassle as it means doing something this end too. I'm a bit surprised they don't include USA, Canada and Russia etc there, but I guess non-EU sales is mostly Norway and Switzerland anyway.

Indeed, but I've never seen it with other shops.
