Why can't FIS suspend Johaug from international competitions?

Are you familiar with the concept of Letter vs. Spirit of the Law?

FIS does.

What is the Letter and what is the Spirit in this case? Please give a detailed account.

Johaug gets a two-month interim suspension by Anti-Doping Norway while waiting for the verdict. She will not be allowed to compete until at least 18 of December:

As I said, there are a lot of things that don't make sense. It seems either someone is dishonest or stupid. If you believe people are honest, then stupid seems like the best explanation. Maybe the good doctor said that the creme could make you test positive, but it's unlikely. Omitting that little fact is being dishonest and trying to make the doc take the responsibility. I agree that Johaug has some responsibility but it's hard to determine how much.

It is often very difficult to decide if the reason is dishonesty or stupidity. People are not seldom dishonest, but I believe stupidity is much more common.

A complicating circumstance in this doping case is that Johaug's test result isn't publicly specified. We do not know if her amount of clostebol is possible to attain through normal use of Trofodermin.

The problem is Therese is the top female skier in the world. If it was # 46 it would not even be a issue. Automatic 2 year suspension. I really can't see any reason for top athletes to take any medication in the prime of their life other than inslin if diabetic. She could have used sun screen on the glaciers or that skin tape to block the UV rays.

According to Tommy Forsgren of Anti-Doping Sweden, the only one who is allowed to publicly reveal the test result specifications during the investigation is Therese Johaug herself.

In Finland there is an ill-concealed malice over the fact the Therese Johaug has been caught in a doping test. The food shop chain Lidl advertises smoked Norwegian salmon with a free lip balm into the bargain: http://www.aftenposten.no/100Sport/lang ... 4417_1.snd

Here is Johaug's latest words about her doping case. An opportunity to practice understanding of Norwegian: https://www.youtube.com/watch?v=cvbtPlGapco

Hey Magnus,
Aren't Norwegian and Swedish closely related? Can you make some sense of what is she saying, and give us some hints?
Also, here is another puzzle.
In this video Marcus Hellner races Petter Northug, and after the race they both give an interview. What language is the interview in? Norwegian? If so, then Hellner speaks it fluently, and if it's Sweedish, then Northug speaks it fluently.
There is the option of instant translation through their head-pieces, but the speed with which Northug and Hellner react instantaneously to what the other is saying indicates they at least understand well what is being said.

Hey! Yes, Swedish and Norwegian are very closely related and Swedes and Norwegians understand almost everything in each others' languages. Therefore we can speak "Habsburgian" (each speaker using his or her own language) with each other and only occasionally perhaps explain with words we know in the other persons language. There are dialects of Swedish that sound very much like Norwegian (especially in Bohuslän and Värmland) and vice versa (especially in Troms).

Johaug says it has been a tough time with her everyday life turned on its head, and being outside the national team's activities has felt very strange. She is asked what happened the day she got the lip balm and she says she received it in its packaging from the team physician, took it to her room, opened it and discarded the box and the instructions without inspecting them and started to use the balm like the physician told her. Johaug thinks she is without guilt and that she did what could possibly have been expected of her. She is determined to come back to elite cross-country skiing.

The interview with Northug and Hellner was done in Norwegian with Hellner answering in Swedish.

My view is that there's something fishy with doctor Bendiksen. It's beyond believable he would miss the doping label on the box, and even check the content list.

What's more is that Johaug called him daily complaining about her mouth sore which she wanted fixed ASAP as she was in agony. He then arrives in Italy some days later without a single remedy, then waits a whole day before going to a pharmacy and then another day before giving it to her.

He then says he took whatever the pharmacists recommended as they supposedly didn't have the normal cream, but just 100m up the road is another pharmacy which had.

In light that Bendiksen is known for being an extreme stickler for detail and very good doctor, the whole thing stinks.

Betting syndicate got to him? We've seen some weird things with betting scandals in football, and wasn't there a cricket coach murdered a few years back for supposedly not following orders?

Today it became official: Therese Johaug gets an 18 months suspension (18 October 2016 - 18 April 2018) for use of the forbidden substance clostebol which means she will not be allowed to compete in the Winter Olympics next year. At a press conference she said that her motivation to come back for the season 2018/2019 may not be strong enough although it still is her goal to do so.

Is it conceivable that an effective PED could be introduced via lip balm? If not, and it would be detectible, then the only reason to have it in the lip balm would be to commit a crime AGAINST the person using! ...Get them busted.
