Could be in some cases. Don't know for how long.

It would be a team or program or everyone working w a certain coach.

Like how if a fraternity misbehaves on a campus the whole thing gets closed down because it reflects badly on the school. Only a few individuals of the whole membership may have done the particular acts but the whole thing gets busted. Or penalized in some way.

What would the effects be if there was risk that individuals could get caught up in a group ban or penalty. Would ppl change how they work w groups or what they put up with?

I guess this is why the IOC would not allow Anton Shipulin to compete. I just wonder what is known about Ustiugov? Of course FIS and IBU are two separate organizations but still, maybe someone knows something that is not out in the open (yet)?
