Ruka women's pursuit?

Bjoergen won the classic leg on Saturday and Kalla came second by 17 seconds - times are taken from the FIS results page. But then on Sunday, Bjoergen started two seconds behind Kalla. How can you win the first leg of a pursuit and be placed second for start of the skate pursuit leg?

Second thoughts about the pursuit: is the start time for the skate leg determined by adding together the time for the classic leg plus the time for the sprint? If so, that might have moved Kalla ahead of Bjoergen? If that's how pursuit races work on the Tour, Bjoergen must have had a whopping penalty for poor sprint performance (Norwegian women all had a bad sprint day) to go from 17 seconds faster than Kalla in classic 10K to 2 seconds behind her at start of the Skate leg.
